A 2001 Honda Civic driven by a 21 year old man was headed south on County Route 30 when it was allegedly struck by an oncoming vehicle. After the collision the Civic drove off the left side of the road and struck a concrete drainage ditch and guardrail. The other vehicle fled the scene.
