Recalls of prescription drugs in the United States are soaring. The number of drugs pulled from U.S. pharmacy shelves over safety concerns more than quadrupled last year. The Food and Drug Administration (FDA) issued more than 1,742 drug recalls in 2009. In 2008, only 426 drugs were recalled because of the potential for serious injury to the public.

The dramatic rise in the number of recalls is raising questions about the quality of drug manufacturing in the United States.

Several of the recalls, particularly those of generic and over-the-counter drugs, were related to problems at manufacturing facilities. This year, numerous recalls of Tylenol products were found to be related to problems at Johnson & Johnson’s manufacturing facilities. Manufacturing problems can include quality control of raw materials, faulty labeling, improper packaging and contamination.

However, the majority of the recalls in 2009 were on products made by drug repackagers. Repackaging companies relabel drugs into smaller units to be resold or distributed to health care facilities, such as hospitals and clinics. More than 1,000 of the recalls were traced to the manufacturing facility of one repackager, Advantage Dose. The recalls were issued after an FDA inspection of their manufacturing facility. AdvantageDose has since shut down.

The FDA has increased its scrutiny of drug manufacturing facilities and lawmakers are trying to address concerns over drug safety. Two bills that would impose stricter regulations on the drug industry are currently being considered by the U.S. Congress. These bills would also give the FDA authority to mandate recalls.
